The Final Report of the Competence Steering Group for Building a Safer Future, ‘Setting the Bar- A New Competence Regime for Building a Safer Future’ has been published.

The report has been written following engagement with more than 300 organisations and through 13 Working Groups, with a unified vision to improve the competence of those who work in or on higher-risk buildings (HRB), be that design, construction, inspection or management as well as focusing on the safety and compliance of products used during the build and future renovations.

The report focuses explicitly on the competence of installers working on and in HRB’s and how best to ensure their competence and identify them.

Michael Andrews, NAPIT’s Chief Executive Officer commented: “It’s great to see a focus on ensuring the accredited third-party certification of companies alongside the verification of individual competence and supervision playing a key role within the recommendations set out in this report. Accredited company certification allows for insurance and consumer protection requirements to be mandatory and provides a route for monitoring the competence of individuals working for those companies. We fully support the proposal to require all installers working within HRB’s to have a core knowledge of fire safety within buildings and agree that requiring individuals to demonstrate their ability to work within HRBs, through regular third party assessments and CPD is a positive step forward for the industry- especially if authentication is digitalised.

We fully support the recommendation for constructive dialogue to continue between the Constructive Leadership Council, Working Group 2, the Competence Steering Group and Competent Person Schemes to ensure that competent individuals employed by a registered company are not having to jump through costly hoops to get additional cards with a particular logo on. Government Approved Schemes, namely Competent Person Schemes and TrustMark, should not be overlooked within this review as they are integral to the industry ambition of defining and identifying competence.”

Following the publication of the final report from the Competence Steering Group, it is now up to industry to continue to work together on the implementation phase and ensure the recommendations within the report are put into practice. This work will be closely monitored by the new Building Safety Regulator, being set up within the Health and Safety Executive.

NAPIT played an active role in the Installer Working Group which fed into this report, and we will continue to work with industry to ensure that the recommendations within this report are realised in a way which enhances the existing system.

The National Home Improvement Council (NHIC) welcomes today’s announcement from the Chancellor confirming support for the Construction Talent Retention Scheme.

Formally launching later this month, the Construction Talent Retention Scheme is a partnership between industry and Government to secure essential talent in the UK’s construction sector.

Announced by the Chancellor in today’s statement, the scheme is run by the Construction Leadership Council (CLC) which is made up of trade and business associations from across the supply chain.

The online portal supports redeployment of staff at risk of redundancy from across the sector, while also enabling temporary employee loans between businesses. It also gives displaced workers from other sectors a route to find new employment in construction, while offering businesses a platform to find the skills they need.

The not-for-profit programme has funding secured until the end of April 2021, providing a free online platform for any business or organisation looking to hire, while ensuring that candidates’ skills and experience are given a prominent platform within the wider industry. Businesses and employers interested in finding out more are encouraged to register their interest at: www.trs-system.co.uk/construction

“We welcome the announcement from the Chancellor confirming support for the Construction Talent Retention Scheme. It is a crucial tool for keeping skills within the sector and will make a huge difference to construction workers and their families that have been affected by redundancies or job losses due to the Coronavirus pandemic. The Talent Retention Scheme has the full backing and support of those working in the RMI and Home Improvement Sector” said Anna Scothern, Chief Executive NHIC

As a key member of the CLC’s Refurbishment, Maintenance and Home Improvement workstream, the NHIC are working behind the scenes with other stakeholders to launch the website as soon as is possible and we will keep you informed of progress on our website and across social media.

NOTES TO EDITORS

NHIC

Through our corporate and associate membership options, the NHIC represents almost 100,000 businesses carrying out millions of refurbishment, maintenance and home improvement jobs each year.

Recovery plans to lead businesses out of the coronavirus-induced recession could enhance improvements in climate change, brought on by the slow-down of the economy. These will boost the home improvement sector in the UK, leading to greener homes.

The recently published ‘Plan to Rebuild’ from the UK government supports a recovery plan that focuses on the green economy. It also commits to building on the carbon reductions experienced since the lockdown began.

Whilst homeowners may not have the funds to finance their home improvements, financial incentives from national governments could make it possible.

Families that have been living at home during lockdown will have been using their bathrooms more, and considering how they may want to improve them in the future.

The positive impact that the Covid-19 epidemic has had on climate change may also have led people to consider their own contributions. Also how they can make a difference in their own homes by using water and energy wisely.

The recent hot weather and extremely dry conditions should serve as a reminder that water is a finite resource. Water use has gone up by as much as 20%, some areas are now suffering shortages, and reservoirs are low.

The Unified Water Label (UWL) is a smart tool that can help consumers make an informed choice about the bathroom products they select for their homes.

Companies that promote UWL products will be supporting governments focused on a green economy and consumers that wish to reduce water use and energy wastage.

Clearly, there is still much uncertainty about how we will come out of the recession caused by Covid-19. But whatever happens, the need to protect one of our most valuable resources, water and strive towards greener homes will remain.

The UWL can play a key role in bringing to market innovative and technologically advanced products that will make a difference.

More information about the UWL, along with details on how to find registered products can be found here www.europeanwaterlabel.eu.

This guest blog was written by Yvonne Orgill, MD at Unified Water Label and chairperson of the NHIC Trustees.

The Association of Plumbing and Heating Contractors recently warned landlords, property owners and employers about the potential increased risk of Legionella as a result of the lockdown measures against COVID-19. This is because, with many properties being closed for a significant period of time, water tanks and plumbing systems are going unused. When stagnant, water is prone to microbiological contamination and poses a significant risk to building occupants on their return, if not treated correctly.

Microbiological contamination includes algae and bacteria such as pseudomonas and Legionella – and these can cause serious health issues if they enter the human body. For example, if inhaled (usually from water droplets dispersed from outlets such as taps, showers, hot tubs and air-conditioning units), Legionella bacterium can cause Legionnaires’ disease, a serious and potentially fatal type of pneumonia.

In order to prevent this and protect occupants, building owners should contact their maintenance company or plumbing and heating contractor to address the issue and properly treat the water. This can be done easily using Sterox tablets or Fernox LP Sterox.

Sterox tablets work to disinfect both hot and cold water systems by chlorinating the water and preventing bacteria from forming. The tablets are available as a pack of 15 as part of a test kit (that can carry out 50 tests). To ensure that the water is properly disinfected, you need to check that the correct quantity of Sterox tablets are used for each application – otherwise, the water could still become contaminated. Two Sterox tablets will be suitable to treat 225-litres of water – and provide the required 50mg/L of free chlorine.

Once the tablets have dissolved and the chlorinated water is released into the system, it is important to flush out the chlorinated water and refill with fresh water at least three times. The test tablets should then be used to ensure that the chlorine level is no greater than that of the incoming mains water. Although free chlorine is not harmful, it can leave an unpleasant taste in the water.

Alternatively, for a faster dosing process, you can also use Fernox LP Sterox, which is a silver stabilised hydrogen peroxide. To dose, simply add the required amount of LP Sterox to the tank and circulate the chemical throughout the whole system by running all hot and cold water outlets. After one minute, you should check the water at each outlet using the LP Sterox indicator strip. When all outlets have achieved 100ppm, the treatment is complete, and the water can be used as normal. Each 1L bottle is suitable to treat a 400-litre system, which should not be used for 24 hours after application – or a 300-litre system during normal use.

Pandemic or not, it is vital that action is taken to prevent microbiological contamination and ensure that, when building occupants return, they are not at risk of illness. With Sterox tablets and LP Sterox, this can be easily achieved.

Following the GGF’s “first to market” launch of the Safe Guide for Homeowners during the Covid-19 Crisis, the GGF has now launched a complementary Safe Guide for Home Improvement Companies.

The new Guide has integrated the most recent and relevant Government Guidance and includes direct links to the Government Risk Assessment Toolkit.

Though several parts of the most recent Government Guidance issued were queried by GGF Members, the GGF, on behalf of its Members, sought and gained clarification from the Department of Business & Industrial Strategy (BEIS) before publishing this new Guide.

This new publication has been produced in collaboration with a diverse cross-section of Members, GGF Staff and Government officials, to ensure this Safe Guide is the most comprehensive and authoritative in the industry.

James Lee, Director of External Affairs commented on the new guide, “The GGF focus has always been on delivering high-quality information that can be trusted by the industry and consumers alike. Both Safe Guides reflect the expected GGF high standards.”

NAPIT’s Group Chief Executive, Mike Andrews, outlines the Regulations for mandatory electrical safety checks in the Private Rented Sector coming in to force on 1st July 2020 and explains the Guidance for Landlords amidst the COVID-19 pandemic.

NAPIT have spent many years campaigning to improve electrical safety standards in the Private Rented Sector (PRS) so we were delighted at the beginning of the year when the draft Regulations were laid before Parliament to ensure all PRS properties meet minimum Electrical Safety Standards. We now await the Regulations coming into force for new tenancies from the 1st July 2020 and for any existing tenancies from 1st April 2021 as they have now been debated in the House of Lords and the House of Commons.

As the National Association of Professional Inspectors and Testers, it is particularly satisfying to be instrumental in making a change in this area. The recent publication of the updated Electrotechnical Assessment Specification (EAS), which has introduced minimum technical competence criteria required for carrying out Periodic Electrical Inspection and Testing will be a huge support to The Electrical Safety Standards in the Private Rented Sector (England) Regulations and enhance industry standards.

Despite the challenging times, we find ourselves in, with much uncertainty and extreme social distancing measures in place due to COVID-19, the Government has issued Guidance which makes it clear that landlords are still required to ensure the electrical safety of their properties. However, the Government acknowledge the restrictions placed on them under the current situation, and on compliance states:

“If a landlord can show they have taken all reasonable steps to comply with their duty under the regulations, they are not in breach of the duty. … A landlord could show reasonable steps by keeping copies of all communications they have had with their tenants and with electricians as they tried to arrange the work, including any replies they have had. Landlords may also want to provide other evidence they have that the installation is in a good condition while they attempt to arrange works.”

The new Regulations require private landlords to ensure their properties are subject to electrical inspection and testing, resulting in a satisfactory report, by a qualified, competent person at intervals not exceeding 5 years. Local Authorities will be responsible for enforcing the new Regulations and can impose a financial penalty of up to £30,000 if they find a landlord is in breach of their duty. Local Authorities also have the power to arrange remedial work to be carried out, with consent from the tenant, if the landlord fails to comply with the remedial notice and then recover the costs from the landlord. The powers that have been given to Local Authorities to enable effective enforcement are strong and show the Government’s commitment to supporting these Regulations. We appreciate that many Local Authorities are under resource pressure, but the ability to impose fines of up to £30,000, which can be retained by the Local Authority to support their enforcement activity will be a great support for them.

It is estimated that there are over 4.8 million privately rented properties that will be covered by these Regulations, and at least 22% of them do not have a valid electrical safety report. In addition to increasing demand for Electrical Installation Condition Report’s expected over the next 18 months, we also envisage a proportion of these properties will require remedial works to ensure the electrical installation within the property is in a satisfactory condition.

We are in the process of adapting our website to make it easier for Landlords to find those who have been assessed on-site as being competent to undertake electrical inspection and testing in dwellings. Those registered with NAPIT’s Electrical Inspector Scheme already meet the Inspection and Testing requirements set out in the EAS and we will be actively publicising this list to provide landlords with confidence when instructing an inspector and tester. We will be publishing our own guidance which will explain clearly to Landlords how to meet the new Regulation, and guidance to our members on how to demonstrate their competence and what Landlords need from them to make this new Regulation as easy to understand as possible, given the short timescales between publication and implementation.

Moving forward we know the work here is not over. NAPIT will continue to remain committed to educating the industry and improving electrical safety standards and will focus on making these new Regulations as clear for those affected to understand, whilst also pushing for mandatory electrical safety checks in the PRS to be introduced in Wales.

85% increase in consumer detriment as a result of COVID19 pandemic

Two-thirds of home improvement professionals and supply chain manufacturers have received abuse, either online or face to face from the public for staying open to complete essential works while adhering to social distancing

50% believe opportunism by rogue traders who are neglecting social distancing and targeting vulnerable households is a significant risk

Coronavirus. Global Pandemic: National Challenge

The United Kingdom, along with almost 20% of the world’s population, is in lockdown due to the threat of the COVID19 pandemic.

The restrictions placed on everyone during this period are “stay at home” as much as possible to protect yourself and others and “work from home” unless you are providing an essential service.

These guidelines are for our own protection and the protection of those around us. We fully support the government in adhering to these rules.

We have advised our members and followers to stay at home, save lives and protect the NHS. Also that customers’ homes (sites) should be made safe and secure and that only works which are essential and/or vulnerable households should be continued and only then when social distancing rules can be safely adhered to.

Findings from the national survey conducted by the NHIC in the first week of the lockdown (26th March 2020 to 3 April 2020) clearly shows a significant risk of consumer detriment alongside a need for clearer guidance on the stay at home restrictions. Consumers (homeowners and tenants) are clearly vulnerable as a result of COVID19 and at risk of falling foul of

Rogue traders (overcharging, underperforming)

Grey economy shortfalls

Going out of business

Losing valuable skills and resources due to having to lay staff off

As a result, the sector is under significant strain and under unprecedented risk to future failure as a result of

Reputable companies going out of business

Trade associations and membership support organisations going out of business

The sector flooded by untrained, unskilled workers from other sectors who find themselves out of work following COVID19 layoffs

Anna Scothern Chief Executive at NHIC said: “The significant risk to consumer detriment is extremely worrying and we call on the government to support the home improvement and RMI sector as a priority alongside mainstream construction, engineering and new housebuilding”.

The NHIC is an ambassador for collaborative action, representing 100,000 home improvement and RMI sector professionals while working across the sector, wider industry and consumer groups to raise all homes up to modern living standards while inspiring and supporting householders to renovate, refurbish and improve their homes with confidence.

VAT cut on home improvements could generate £15bn in new taxes, create 95,000 jobs and unlock £1bn green revolution.

A coalition of business groups and organisations from across the property and construction sectors have joined forces to urge the next UK government to cut VAT on maintenance and improvement works to people’s homes.

Reducing VAT from 20% to 5% on home improvement works would unleash investment in housing, stimulate the economy and enable the UK’s transition to net zero carbon, groups including the Federation of Master Builders and the British Property Federation said today.

The coalition has today written to each of the leaders of Westminster’s four largest parties, asking them to speak for the Cut the VAT campaign during the remainder of the General Election campaign and to meet with the coalition early in the next Parliament.

This is vital, the coalition of built environment groups said, in order to green the nation’s homes, with domestic buildings responsible for around 20% of the UK’s carbon emissions.

In addition to improving the standards of older homes, this measure would also help unleash investment in new housing. Build-to-rent (BTR) is a relatively new asset class in the UK that provides high quality, purpose-built, and professionally managed homes.

The BTR sector has grown from fewer than 30,000 homes to 148,000 homes in the last five years – and delivered a quarter of London’s housing output last year. By reducing the irrecoverable VAT associated with maintenance and management of BTR, the sector can deliver, even more, the letter said.

Melanie Leech, chief executive of the British Property Federation, said: “Reducing the rate of VAT on all repairs, maintenance and management of residential property would have positive impacts across society, by greening our housing stock, tackling the cash-in-hand economy by removing it’s competitive advantage, and addressing the housing crisis. We, therefore, urge the next Government to cut the VAT.”

Brian Berry, Chief Executive of the Federation of Master Builders, said: “20 million floors, 8 million lofts, and 5 million cavity walls are all in need of insulating across the UK, according to the Government’s own figures. The four main parties must go further in their policy pledges to incentivise energy efficiency works, and given that homeowners tend to complete these as a consequence of a larger home improvement works, VAT must be cut across the board.”

The government’s Energy Company Obligation (ECO) regulations to make homes in the UK more energy-efficient AND improve quality and installation standards across the energy industry have been formalised by parliament.

The new regulations (ECO3: improving consumer protection) now includes NHIC Member, TrustMark as the only Government Endorsed Quality scheme.

It means any contractors operating within the ECO environment, completing energy improvements on homes need to be registered with TrustMark and working under the requirements of the TrustMark Framework Operating Requirement (FOR), providing householders with high levels of confidence and protection.

Simon Ayers, CEO of TrustMark, said: “We are looking forward to working with the energy sector, alongside our current TrustMark Scheme Providers, to support the Government’s Energy Company Obligation and the delivery of the new energy efficiency retrofit standards.

“The industry across many sectors is in a significant period of change, not just in the energy sector. Our role is to work with and collaborate with, organisations and businesses to help consumers make improvements to their homes and enhance the protection they can depend on when making such decisions. We are keen to support the many innovative ideas for compliance and the new technologies that will be developed to help smooth the route for businesses to deliver these new requirements.”

Lynn Hugo, Non-Executive Director of the new, independent TrustMark board, said: “Improving the energy efficiency of people’s homes is key to helping the UK reduce its contribution to global warming. TrustMark is driven by several factors, including helping consumers make improvements to the energy efficiency of their homes and enhancing the protection they can depend on when making such decisions.”

The revisions of the ECO regulations were laid in parliament on Thursday 31 October 2019, coming into force on 1 January 2020. All contractors carrying out ECO energy improvement works should be registered with TrustMark by the new year. The regulations also require contractors carrying out work to input information about the job into TrustMark’s Data Warehouse, that will act as a repository of information about work undertaken in and around
the property.

Anna Scothern, NHIC Chief Executive said “As valued members of the NHIC we are extremely proud to see TrustMark, the only government endorsed quality scheme, linked intrinsically with the delivery of new ECO regulations. Like us, TrustMark is passionate about improving standards for householders. Everyone has a right to live in a safe, healthy and efficient home.”

It has been proven that people who live in a safe and efficient environment are mentally and physically healthier, so we would like to congratulate TrustMark for working hard on behalf of the home improvement industry to improve the quality and surety of delivery around energy-efficient home improvements.

The NHIC advocates home modernisation in line with energy efficiency and climate emergency targets and plays a major role in raising the standard and quality of the home improvement industry.
